BI Publisher Login Errors

On a recent project, there was a lot trouble getting BI Publisher setup correctly under OBIEE.  We had the following error when trying to login to BI Publisher:
[nQSError: 43001] Authentication failed for ADMINISTRATOR in repository Star: invalid user/password.
